Maybe if you provide too many disconnects, the public won't understand what's going on

I ran across this quote from John Young, editor of the Waco Tribune, who says:

We have come as a society to confuse the act of assessment with the process of education. We've also come to confuse training (test prep) with learning.

Sorry to say that NCLB is not a remarkable legislation designed to promote learning. However, I do agree it is a remarkable and amazing piece of 'reform' in education.
