Federally mandated school library purchases?

I stumbled across this news late, it seems. It sounds like an April Fool's joke, but wait-- it's from May!

"The American Library Association is deeply concerned about H.R. 2295, which would deprive schools of much-needed funding unless the community adopts a federally mandated review panel to judge books purchased for classrooms and school libraries."
So would this leave elected school board members out of the loop if you have a panel deciding what books can be bought? And who picks the panel members? One last question: is this how creationist friendly text books find their way into libraries? The mind races.
